Expanding Email Conversations by default

I need to be able to have incoming email conversations come into Outlook Web App and on my cel phone with the conversation expanded.  When the email comes in Outlook 2007, it is expanded.  I need the same set up on my phone and on the Outlook Web App.  How can I set this up?

    I understand you would like to manage your mails in Outlook Web APP (OWA) and phone with expanded conversation view. If I have misunderstood anything, please feel free to let me know.

    OWA supports the conversation view function. Currently, the conversation is collapsed by default. Otherwise, you may turn off the conversation view. You can refer to the following links for more information.

    If you prefer to use Office 365 mailbox with your phone, due to the variety model and email client, this conversation function is up to the phone manufactory and software provider.
