CMDLET New-DynamicDistributionGroup does not show up as an available command?

When I go to try and create a Dynamic Distribution List the CMDLET New-DynamicDistributionGroup does not show up as an available command? I am connected to MSOL, but when I try to use it, it does not work; and I do a Get-Command the command is not listed as an available command?

    For my understanding, you want to run this command: New-DynamicDistributionGroup the command. But you can’t find this command on MSOL.
    Please try to connect to your exchange account via powershell:
    a. $cred=Get-Credential
    b. $Session = New-PSSession -ConfigurationName Microsoft.Exchange -ConnectionUri https://ps.outlook.com/powershell/ -Credential $LiveCred -Authentication Basic –AllowRedirection
    c. Import-PSSession $session

    Thanks that worked, but what is the proper command for me to create a Dynamic distribution group based on a persons subdomain, for example "student.surry.edu" and then another one based on a persons Title.
