Hi there. I do have E3 plan for Office 365.
I want to redirect public website to my existing website on my domain but when I go to DNS settings
I don't have Add button to add txt record for DNS redirection.

From the domain information provided, the name server records of the domain are pointed to Office 365.
Contrary to Office 365 for Small Businesses (Plan P1), the name server records don’t need to be pointed to Office 365. In other words, Office 365 doesn’t delegate the DNS service of the custom domain in Office 365 for Enterprises (Plan E).
As a result, based on the current situation, please point the name server records of the custom domain back to the previous DNS hosting provider or domain registrar. After that, update the necessary DNS records for corresponding Office 365 service at the previous DNS hosting provider or domain registrar manually.

First, for your concern:
The tutorial you have followed is for Office 365 for Small Businesses (Plan P1), not for Office 365 for Enterprises (Plan E). In Office 365 Plan E, the DNS service cannot host at Office 365.
For your question:
As the information above, please point the name server records back.
After that, refer to the following article to update the necessary DNS records for corresponding Office 365 service (here is Exchange Online and Lync Onlien service) at the previous DNS hosting provider to let Exchange Online and Lync Online services work with the custom domain.
For detailed information about the corresponding DNS records for each Office 365 services:
After these DNS records are updated, add the DNS records (generally, they are A record and "www" CNAME record) for the website service that the website service provider provided to keep the current website.

to move my domain to Office365 but to keep public website on my hosting provider.
Part Set up the A record for redirection: in section Set up email accounts and website redirection
has confused me.
I haven't be able to add A record or to find DNS manager for my domain in Office 365.
After trying almost everything I have point name servers to Office 365 as you have notices above.
When I do what you have suggested and point back name servers to original hosting provider how I will redirect Email, Exchange and Lync to Office 365 but keep my public facing site to original hosting provider ?
