We have a number of licenses to Professional Plus and a number of P1 licenses. Does Professional Plus need to be tagged onto a P1 license or can it be stand-alone?
Based on the article below, you can purchase Office Professional Plus as a standalone plan or included as part of Office 365. But Small business plan (P1) users will need to create a separate Office 365 account in order to buy Office Professional Plus as an annual subscription. So you can just rid of all licenses and just put everyone on office professional plus.

You could leave it stand alone if you wanted. So if maybe you have a workers who needs no e-mail or access to sharepoint, they could use a OPP licennse just to produce documents, then perhaps if needed someone else could file them on sharepoint.

Thanks Robert. So if we no longer needed to have email or Sharepoint through Office 365 licenses but wanted the most up-to-date versions of office we could get rid of all our 365 licences and just put everyone on OPP?
