I have a P1 plan and have enabled communications to external contacts for Lync. However, I am unable to connect to a Lync user at another company. Communications with Live messenger uses works fine, but not with the Lync user.
Is Lync to Lync not supported in a P1 plan?

Before moving on, I would like to clarify that it is supported for Office 365 P1 plan users to communicate with other Lync Online users from other organizations.
Based on your description, since you could not connect to a Lync user at another company, is the Lync user using Office 365 P plan or Office 365 E plan or Lync server?
If this user is using Lync Online, generally, this issue could be caused if they have not enabled External communications or domain federation correctly to communicate with other organizations.

We can not get the federation to work, we got P1, and it does not look the same as described in the troubleshooting video.
For instance, there is no option for domain federation in our lync online control panel....
The extarnal communication is set to active, our partner is using a server version, and have active and working federations with other companies using server versions.
We can not work with MS live messenger either

If you are using Office 365 Small Business version, you could just enable External communications. Domain federation option is for Office 365 Enterprise version.
Currently, for Office 365 P plan, Office 365 for professionals and small businesses users cannot use Lync 2010 to see presence, send instant messages, or make video calls to Windows Live Messenger users
