I reread this thread and am more confused than when I first read it:
Is it possible to get a straight answer on the best and most economical way to archive all emails sent and received for 9 users in an E account?
The archive must be accessible by admins only so I don't think a personal archive would work.
A simple solution using a separate 365 mailbox would be fine.
There are no specific compliance requirements.

I have read the thread you mentioned. The error message "the term "Get-Mailbox" is not recognized as the name of a cmdlet, function, script file or operable program....." can be caused if you are running Microsoft Online Services Module for Windows PowerShell instead of Windows PowerShell for Exchange Online. To connect Windows PowerShell to Exchange Online service, please refer to http://help.outlook.com/en-us/140/cc952755.aspx.
The Journal Rules feature is available for all Office 365 E Plans. However, this feature is not available in Office 365 P1 Plan at this point.

When you click Start > All Programs > Accessories > Windows PowerShell > Windows PowerShell, the Windows PowerShell for Exchange Online is opened.
I've read through all that stuff and favor journaling but can't seem to get a straight answer on whether it will work with anything other than an E3 license. What licenses actually include journaling? I've seen MSFT reps post here that it's supposed to work with P1 plans but it definitely doesn't. Since the pricing documentation is very unclear I'm concerned it may not work with say E1, E2.
As for Powershell. I followed the instructions in the article you linked to which doesn't mention anything about different versions of PS for EOL or MOS. How would I know which version I'm using?
That's interesting because I spoke to billing/subscriptions yesterday and they told me quite clearly journaling is part of Exchange Online Plan2 so is only included in E3, not E1 or E2. The lady seemed surprisingly knowledgeable and emailed me the confirming details.
This is what I mean about how hard it is to get a straight answer. Shouldn't all this be clearly documented somewhere so we're not guessing?

The above claim is correct, the Journal Rule is available for all Office 365 E plans, include E1,E2,E3 and E4.

So if I have a mixed license account with E3's and E1's all mail will be journaled to an outside mailbox? If that's true you should let your sales dept know because they are saying either E3 or EOL Plan 2 are required to fully journal an account. And what if the account was all E1's?

Answer 2: You can still use the journal rules.
