Is it possible to have two announcement lists on different pages, and then have them linked together so that if a user adds an announcement on one of the lists, it then automatically appears on the other?

You can define to display only 'announcement' type

I don't think this really answered my question. Basically I would like to know if it is possible to show the same announcements on different pages without entering them on each page?
Yes, it is possible.

You say that it is possible. How do you do that then?
This can be done by creating two announcement web parts. You would keep one resident one one page and the other resident on another, but link them across on their sister/brother pages.
As Benoit also touched on, this can be done through content query.
