Trying to paste the below into my signature in OWA. Shows up as regular text. I have it set to compose my emails in html as default. Not sure what I'm doing wrong.

You can do an HTML signature if you build it in an html editor, view the finished html file in your browser, then simply highlight the signature including images, copy and paste to office 365 signature area. This also works for Outlook and the signature for Iphone/Ipad.
I also have no idea why I am the one telling you guys this.
At present, Office 365 doesn’t support html format signature in OWA. There is a workaround to achieve this goal. You could add a disclaimer to achieve the goal. But you should note the following points before you set up the disclaimer.
1. You have to sign in as an administrator to access EAC(Exchange Admin Center).
2. You have to make sure which domain you want to apply the disclaimer.
3. Be aware that the disclaimer is only applied to all outgoing mall that leaves your organization.
To add a disclaimer to your company’s outgoing messages, follow these steps:
1. Sign in to the Office 365 portal (http://portal.microsoftonline.com/) as an administrator.
2. In the header, click Admin, and then click Exchange to open the Exchange Administration Center.
3. In the left navigation pane, click Mail Flow, and then click Rules.
4. Click New, and then click More options on the new rule page.
5. In the Name of rule box, type a name for the new rule.
6. Under *If, select the conditions that must met for a message to include the disclaimer.
7. Under *Do the following, point to Apply a disclaimer to the message, and then take one of the following actions:
1) To add disclaimer text to the end of the message as a footer, click Append a disclaimer.
2) To add disclaimer text to the beginning of the message, click Prepend a disclaimer.
8. Click Enter text, and then type the disclaimer text that you want.
9. Specify any other settings that you want for the rule.
10. Click Select one, and then specify a fallback action to take if the rule can't be applied.
11. Under Choose a mode for this rule, click Enforce this rule.
12. Click Save.

I don't really want the disclaimer but that is good information anyway.
I read things about people using powershell to achieve this. Is this possible? Is there someone that I can give the html codes for each user to and they can powershell them into each user profile for me?
At the moment, Office 365 doesn’t support html format signature in OWA. It is not able to edit through powershell either.

You can ask your admin to do something else.
The new O365 allow you to use a custom HTML signature.

At the Rule Details step, the admin can select The sender is, so it can configure the rule only for you.

I do not have a rules tab in the mail flow area.
According to the tag of your first post, you are using a Small Business plan of Office 365. In Small Business plan, it doesn’t have an option to create a rule in mail flow. So the disclaimer feature is not available for Small Business Plan.
Thanks for goddamn nothing then. Who the brainiac that took this feature out? I need a damn solution to this and I'm tired of hearing on all my posts that everything I need to. Saying something isn't possible I not a solution it's an accuse for crappy programming. I am 2 second away from pulling my subscription from this crap. To say that I'm furious would be an understatement.
