"Filtered" e-mail not being delivered to quarantine

Where is my SPAM going?
I read the other posts and according to them it should be going to my Quarantine box and it is not. I have tried sending it to my junk mail folder using the Default policy actions, and I have also tried sending it to quarantine, and the same result, nothing. I have had over 8,000 messages...
