Unlicensed Users not appearing as contact in GAL

I have trial subscription on Office 365 and setup an Active Directory Domain on-premise. I do not have Exchange server on-premise


I already created few users on Office 365 and activated the same.


Later installed Directory Sync tool and created AD users in AD domain. Synchronization worked find for existing users on Office 365. Apart from existing users I have created additional AD accounts and those accounts also synced with Office 365.


Now when I logged into one of the activated user's mailbox through OWA or Outlook, I can not see the unlicensed users as contact in GAL.


Can someone tell me what I am missing while running the Directory sync or any additional steps required to list unlicensed users as contact in my GAL.
