Access 2013 Web App Primary Key/Foreign Key Issue

So I am currently trying to update a database by creating a web app from a desktop database. I have multiple tables each connected by primary key/ foreign key's. The problem is that the automatic primary key ID assigned by the web app is not viable because not every person (patients) entered in the database uses every table. So #5 on the first table (patient info) corresponds to say #1 on the second table (surgery information) because the fifth person happens to be the first person to have had surgery. I would rather just use the keys that are already there but the problem comes in when trying to create a new person. If you create a new person the keys are not generated because the app just uses the one it wants to create automatically. Is there any hope for me?
