What does this mean?

The Service Health Dashboard is tailored to your organization. Service health and incident communications are scoped directly to the customers affected, rather than regionally, so you can be certain that the service-health information on the dashboard pertains to you.

What services does this pertain to?

Exchange Online and Lync Online both upload tenant information daily. The following image shows the dashboard with the Exchange node expanded:
